Although this characterization does not reflect the complexity of the situation, it is useful in defining the potential tradeoffs that are implicit: increased numbers of young people who are exposed to nicotine (and who may go on to conventional tobacco products) versus reduced health risks to individuals who completely switch from conventional, combustible tobacco products with their extremely high health risks
